Hoa Kỳ cùng tỉnh Cà Mau triển khai chương trình hỗ trợ người khuyết tật

Phái đoàn Hoa Kỳ tại Việt Nam, thông qua Cơ quan Phát triển Quốc tế Hoa Kỳ (USAID) đã cùng Ủy ban Nhân dân Cà Mau triển khai chương trình người khuyết tật của USAID tại tỉnh Cà Mau hôm nay. Lần đầu tiên được công bố trong chuyến thăm Việt Nam của Tổng thống Joseph Biden vào tháng 9 năm 2023 rằng Hoa Kỳ sẽ mở rộng chương trình người khuyết tật sang hai tỉnh mới là Bạc Liêu và Cà Mau. USAID nâng tổng số tỉnh được hỗ trợ chương trình người khuyết tật lên 10.

“Trong nhiều năm qua, Chính phủ Hoa Kỳ, thông qua USAID, đã tập trung nỗ lực hỗ trợ người khuyết tật tại 8 tỉnh bị rải rác chất độc màu da cam nặng nề ở miền Nam và miền Trung Việt Nam,” Aler Grubbs (Giám đốc Phái đoàn USAID/Việt Nam) nói trong bài phát biểu tại sự kiện ngày hôm nay. “Bây giờ, để đáp lại yêu cầu mở rộng quan hệ đối tác của Chính phủ Việt Nam, chúng tôi triển khai hỗ trợ cho người khuyết tật ở Đồng bằng sông Cửu Long bắt đầu từ Bạc Liêu vào tháng 3 vừa qua và với Cà Mau hôm nay.”

USAID đang triển khai dự án Thực thi, Điều phối và Trị liệu về Quyền của Người khuyết tật tại Cà Mau. Dự án trị giá 1,2 triệu USD hỗ trợ thực thi luật khuyết tật, cải thiện việc phát hiện khuyết tật ở trẻ nhỏ và mở rộng các dịch vụ phục hồi chức năng và sinh kế cho người khuyết tật ở Cà Mau. Dự án được thực hiện bởi Tổ chức Hỗ trợ Người khuyết tật Việt Nam ( đối tác lâu năm của USAID – VNAH) và kéo dài đến tháng 10 năm 2025. Dự án sẽ hỗ trợ trực tiếp cho hơn 700 người khuyết tật trong tỉnh đồng thời đào tạo gần 300 nhà cung cấp dịch vụ địa phương trong đó có 30 chuyên gia phục hồi chức năng, nhằm nâng cao chất lượng chăm sóc cho người khuyết tật.

USAID đã nỗ lực cải thiện cuộc sống của người khuyết tật ở Việt Nam từ năm 1991. Hỗ trợ của Hoa Kỳ đã giải quyết các nhu cầu y tế và xã hội, cải thiện chính sách về người khuyết tật và giảm bớt các rào cản về thể chất và xã hội. Tính đến nay, Chính phủ Hoa Kỳ thông qua USAID đã đóng góp hơn 155 triệu USD hỗ trợ người khuyết tật ở Việt Nam. Sự hợp tác của chúng ta nhằm khắc phục di sản chiến tranh là nền tảng để xây dựng lòng tin, thể hiện cam kết của chúng ta và thúc đẩy mối quan hệ giữa Hoa Kỳ và Việt Nam trở thành Đối tác Chiến lược Toàn diện hiện nay.

United States Joins Ca Mau Province to Launch Program Supporting Persons with Disabilities

CA MAU, April 25, 2024 — Today, the United States Mission to Vietnam, through the U.S. Agency for International Development (USAID), joined the Ca Mau People’s Committee to launch USAID’s persons with disabilities program in Ca Mau province. It was first announced during President Joseph Biden’s September 2023 visit to Vietnam that the United States would expand its persons with disabilities program into two new provinces, Bac Lieu and Ca Mau, bringing the total number of supported provinces to 10.

“For years, the U.S. Government, through USAID, has been focusing our disabilities efforts in eight provinces heavily sprayed with Agent Orange in the southern and central parts of Vietnam,” said Aler Grubbs, USAID/Vietnam Mission Director, during remarks delivered at today’s event. “Now, to answer the Government of Vietnam’s request to expand our partnership, we are launching support for persons with disabilities in the Mekong Delta starting with Bac Lieu this past March and with Ca Mau today.”

USAID is launching its Disabilities Rights Enforcement, Coordination, and Therapies project in Ca Mau. The $1.2 million project supports the enforcement of disability laws, improvements in early childhood disability detection and the expansion of rehabilitation services and livelihoods for persons with disabilities in Ca Mau. The project is implemented by long-time USAID partner, Vietnam Assistance for the Handicapped (VNAH), and runs until October 2025. The project will provide direct assistance to more than 700 persons with disabilities in the province while training nearly 300 local service providers, including 30 rehabilitation professionals, to improve the quality of care provided to persons with disabilities.

USAID has worked to improve the lives of people with disabilities in Vietnam since 1991. U.S. assistance has addressed medical and social needs, improved disability policies, and reduced physical and social barriers. To-date, the U.S. Government through USAID has contributed more than $155 million in assistance to persons with disabilities in Vietnam. Our cooperation to overcome the legacies of war has been foundational for building trust, demonstrating our commitment, and advancing the relationship between the United States and Vietnam to what is now a Comprehensive Strategic Partnership
